Government has accepted the Fifth central Pay Commission and Ministry of Finance issued Central Civil Services (Revised Pay) Rules,1997 on 30th September, 1997and DOP&T issued the instructions vide Office Memorandum dated 25th May1998 to implement within two months but Department took 10 years and 7 months to implement resulting in spite of 3 posts available I was denied the promotion and retired without promotion.Please comment on the matter whether this callous approach is justified under law and advice the redressal measures . I would like to understand some very basic society laws such as extent of use of parking facilities in multiple dwelling units, structural permissions reqd for construction within apartments, rules governing use of elevators in societies, responsibility and accountability of officials.
